Negativland's 1983 third album pushes their sound collage approach to new extremes of density and complexity. The band incorporates more recognizable musical elements while maintaining their fundamental media critique. Songs reference and sample radio, television, and advertising while simultaneously deconstructing these same sources. The album's title refers to police radio codes, and the band extensively uses shortwave radio and scanner recordings as raw material. Negativland were creating what would later be called "plunderphonics" - art made entirely from media detritus and cultural refuse. Essential for understanding how underground music anticipated and critiqued digital culture before most people owned computers.
